Back in 1948, the NHS pledged "free cradle to grave care for all". Despite this pledge, 800,000 of the 2 million older people in the UK receive no financial support and whilst the average nursing home costs are around £600 per week, many of these people are forced to sell their homes and other assets to pay for their care.
In 2007, after a review of the previous system of mean testing by the Health Services Ombudsman, the NHS implemented a National Framework to assess eligibility for NHS funded healthcare. A health minister has since deemed this current system of means testing "confusing, bruising and undignified".
